New Hampshire state law allows convicts three years to request a new trial. After that, they lose the right. That’s true even if new evidence contradicting their guilt emerges. Jeffrey Scott Hornoff, the former Warwick, Rhode Island, police officer who spent over six years in prison for a crime he didn’t commit, testified in Concord last week in support of a bill that would eliminate that three-year deadline, a measure proponents believe will help wrongfully convicted prisoners regain their freedom.
